Remove creating /sbin from make install target It was introduced by commit 45b869166cc96d29af526f9075f882f32b488ceb, but later (in 142c89204160a14f579d02e34b414ba02f24f4fd) vznetcfg has been moved to /usr/sbin, so it doesn't make sense to create /sbin now.
