Part 1 of getting IPv6 NAT to work.
* Simple regression tests added (more to be ported from ipv4)
* parse map/rdr/bimap rules for ipv6
* put IPv6 NAT core code in its own file
* reformat some of the IPv4 test cases to make it easier to convert them to
  ipv6 ones
